A modern courthouse with separate, secure circulation systems that protect the public, judiciary, and detained individuals.

  • 5 stories above grade plus a lower level, housing 15 total courtrooms for district, county, and justice of the peace courts.
  • Consolidates all major Ector County judicial and legal offices — courts, clerks, district and county attorney, sheriff, jury services, probation, and pretrial / post-adjudication services.
  • Anchors a 5-block civic complex in the heart of downtown Odessa, including a new civic park, future public library, and parking garage.
  • Community-focused public space with pedestrian connections, park views from public circulation corridors, and flexible outdoor areas for year-round community events.
  • 743-space parking garage serving the library, courthouse, and civic park — with a new United States Post Office on the first floor.
